eBike Incentives and Rebates
As the world pushes towards a more sustainable future, ebikes have become a vehicle of innovation. To encourage people to adopt electric bicycles governments and private groups of all sizes have begun offering rebate and incentive programs. With so many different programs offered, it can be confusing which ones you qualify for, so here at Gazelle we have created this incentive cheat sheet to help you navigate it all. After all, our goal is to help more people enjoy life on two wheels.
United States
California
Bay Area
The Bay Area Air Quality Management District allows Bay Area residents to trade in a vehicle from 2005 or older to receive a $7,500 credit. It can be used to purchase ebikes, bicycle accessories, and pay for public transportation.
San Mateo County
Up to $1,000 rebate or 80% of purchase price, whichever is less, for eligible residents of San Mateo County or the City of Los Banos
Santa Clara
Purchase an electric bicycle and receive a rebate up to $300. Income-qualified customers can receive an additional rebate up to $200.
Contra Costa County
Residents with total household incomes of less than or equal to 400% of the Federal Poverty Level are eligible for ebike rebates between $150 and $500. This rebate applies to ebikes, ebike conversion kits, and electric mopeds.
Healdsburg
The City of Healdsburg is offering a rebate program for ebikes to promote clean mobility. The rebates are $700 for income-qualified CARE customers, $400 for an e-bike purchased in Healdsburg, $300 for an e-bike purchased outside of Healdsburg, and $50 for an e-bike conversion attachment kit.
Mountain View - Google Employees
Google employees working at the Mountain View campus who have participated in their 6-month bike lending program are eligible for a $500 post-purchase rebate.
San Diego County
The Pedal Ahead Program is a loan-to-own program that allows participants to own their bicycle if they participate in a study and secure low-cost bike insurance for two years. Priority is given to individuals with an income threshold of $49,000 or below.
San Fernando Valley
The Pacoima eBike Lending Program lends ebikes to residents of the Northeast San Fernando Valley. They provide locks, helmets, training classes, free repairs, and a site where riders can switch out their empty batteries for charged ones. The loan period is 9 months.
San Gabriel Valley
Residents of the San Gabriel valley are invited to participate in the GoSGV ebike share program. The program offers classic commuter ebikes and family ecargo bikes, with monthly rental prices of $79 and $129 respectively.
Santa Cruz
The Ecology Action Santa Cruz eBike Rebate Program provides rebates of $800 for low-income applicants or $400 for other applicants to people purchasing ebikes who work in Downtown Santa Cruz or are employed by the city of Santa Cruz.

In addition to municipal, regional, and state level programs, you may be able to take advantage of employer and industry programs to get access to rebates, subsidized pricing, leasing, or special loan rates. Colorado
Avon
The Town of Avon offers a post-purchase rebate for ebikes bought in Eagle county for residents who intend to offset vehicle miles. The rebate is $200 and there is a $1000 minimum purchase price for a new ebike.
Denver
The City of Denver offers a rebate program for ebikes purchased at participating Denver bike shops. The rebate is $400 for all Denver residents and $1,200 for income-qualified residents and cannot exceed the total purchase price of the bike.

The La Plata Electric Association offers rebates to its members for purchasing electric bikes. The maximum rebate is $300 and the rebate may not exceed 25% of the purchase price.
Edwards Metro District
Residents of the Edwards Metro District are eligible to receive a $200 rebate on ebike purchases of $500 or more. The ebike must be used to take trips that would have normally been taken by car.
Glenwood Springs
Holy Cross Energy is offering members a $50 rebate when they purchase a new ebike for running errands or commuting to work.

Oregon
Ashland
Customers of Ashland Electric Utility are eligible for ebike rebates of $300 for a bike and $600 for a cargo bike purchased from participating Ashland bike shops. Electric bikes from non-local bike shops and online vendors may receive a rebate of $200.
Corvallis
Residents of Benton County who are served by Pacific Power and meet the income-level qualifications can receive a rebate $200 less than the purchase price up to $1000 in rebate. The rebate is only available for Class 1 or 2 ebikes.
Eugene
EWEB residential electric customers may receive a rebate of $300 as long as it does not exceed the cost of the bike. This program includes Class 1, 2, and 3 ebikes, but does not include conversion kits.
Bend
The City of Bend is offering a rebate of $2,000 each to 75 qualified transportation-disadvantaged, low-income households in Bend to be used toward the purchase of an e-bike.
Texas
Austin
Recipients of electricity from Austin Energy are eligible for rebates up to $300 for individual ebike purchases and $400 ebike fleet purchases. All ebikes must be purchased from a participating dealership.
Vermont
Burlington
Residents or businesses of Burlington can bring their ID and a piece of mail with their address to a participating Burlington bike shop to receive a $200 point-of-sale rebate on an ebike. Online rebates are also available for non-local purchases.
Colchester and the Surrounding Areas
Green Mountain Power customers can receive a rebate of $200 when they purchase an ebike to switch their commute from fossil fuels. The rebate is valid on ebikes purchased between July and December of 2022.
Statewide
Local Motion is offering ebike libraries across the state to let residents see how an ebike can change their daily transportation needs. There are different models available, allowing residents to find the bike that best fits their needs.
Stowe
Stowe Electric is offering its customers a $200 post-purchase rebate on Class 1 ebikes for those who fall within a specific income range.
Vermont Public Power Supply Authority Serviced Areas
Customers of VPPSA are eligible for a $100 rebate on ebikes or retrofitting kits purchased in Vermont.
Washington Electric Cooperative Service Area
Washington Electric Cooperative members can receive an incentive of $200 or 50% of the purchase price of an electric bike. The bike must be purchased in the state of Washington before December 31st, 2022.

Seattle - Amazon Corporate Offices
Amazon is offering its employees a monthly subsidy up to $400 to pay for ebike leases. It can also be applied to app-based bike share programs .
Canada
British Columbia
Province-Wide
Income based rebate program of up to $1400 starting at $350. Starting June 1st, 2023 sponsored by the Province of British Colombia.
The provincial government has waived sales tax on class 1 and 2 ebikes. This change in sales tax is effective April 21, 2021.
Clean BC offers a comprehensive rebate program to businesses and individuals looking to purchase or lease ebikes. Businesses can purchase up to 5 bikes with this incentive.

Clean BC also offers a rebate with vehicle trade-in for ebike purchase. The rebate is $750 and applies to bicycles that are $1,200 or more before taxes.
Kamloops - Thompson River University
University employees may receive an incentive of 10% of their purchase price up to $300. There are program limits depending on employment status.
Nelson
The City of Nelson provides participants of their program with a low-interest loan to purchase an ebike. The loan can be used for ebikes, conversion kits, regular bikes, and biking accessories and has a maximum amount of $8,000.
North Vancouver
Low-income North Vancouver residents will be eligible for an ebike incentive between $400 and $1,600 beginning in 2023.
Saanich
The City of Saanich offers $800 incentives to income-qualified residents who would like to purchase an ebike. The bike must be new and priced at $1,800 or above.
Powell River
Clean BC offers $1,700 to non-profits and businesses for electric cargo bikes
Nova Scotia
Province-Wide
The Nova Scotia government offers $500 ebike rebates on ebikes that cost at least $1,200. The bike must be purchased at a store in Nova Scotia and not online retailers.
Prince Edward Island
Province-Wide
Residents and businesses of Prince Edward Island are eligible to receive a $500 rebate on bikes that cost $1,00 or more. Point-of-sale rebates are offered at participating Prince Edwards retailers or after purchase rebates are also offered.
Yukon
Province-Wide
The Yukon government offers rebates on electric bicycle and cargo bicycle purchases.The rebates are 25% of the cost of a new electric bicycle up to a maximum of $750 and 25% of the cost of a new electric cargo bicycle up to a maximum $1,500.
Alberta
Banff
The Town of Banff provides financial rebates to residents to help save energy and support environmentally-friendly transportation methods. Rebates are available for e-bikes, studded bike tires, urban crampons, and a variety of other products. The maximum rebate for Banff residents is 50% of the purchase price, or $500, whichever is less. Banff Access Tier 1 and Tier 2 residents are eligible for up to 50% of the purchase price, or $750 and $1000, respectively.
